Revolving Door

The phrase revolving door refers to a situation in which there is frequent movement of employees in positions at government agencies to private sector positions in industries overseen by those agencies and vice-versa.

An example would be if there were frequent movement of employees from the energy industry into positions at the Environmental Protection Agency (EPA) and of employees at the EPA into positions working at or lobbying for energy industry companies.

Revolving door situations are a concern because the closeness of the oversight agencies to regulated industries may compromise the capacity of the agencies to do their jobs and, in the worst case, lead to regulatory capture
